This is the seal that fits between the steel inner sill and the aluminium outer sill on all Series models 1958-1985 and all Defender models 1983-2016. This has nearly always fell out on most Land Rover's but this stops the dirt coming up from the road in between the 2 panels and into the cap or bottom of the door. Fits both front and second row on all models.
